The fifth chapter points out failures of planning in India. In view of these failures in the past. problems in the present and prospect of the Indian economy in future, the last chapter presents a humble attempt to A New Plan Model for India. It suggests An Integrated Gandhi, Lohia, Sen Model of sustainable Development with minimum entitlements and Individual freedoms within the framework of a parliamentary democracy 10 a developing mixed economy in India.
