The Government of Bihar A Study of the Secretariat

The Secretariat in Bihar came into existence in 1912 as a result of the separation of the Province of Bihar and Orissa from Bengal- Orissa being later on separated from Bihar in 1936. From 1912 to 1947 the Secretariat had to pass through three distinct constitution phases. The Secretariat organization has been described as the nerve Centre of administration. It is an organization through which the Government at the top exercises necessary supervision and control over and gives necessary directions to the various subordinate authorities. It functions as the repository of information, facts and precedents for the use of Government.
